Rules in the parks

What are the payment and credit terms?

An invoice is payable within 7 working days of its date. An e-invoice billed through the government’s own systems is payable within 30 days. Government hirers are billed through GeBIZ or Vendors@Gov. Weekends are not counted as working days; a deadline falling on a Singapore public holiday is adjusted by the venue management team.

When does a booking become confirmed?

On full payment. NParks’ terms state that approval of the application and reservation of the premises is subject to full payment of the usage fee to NParks or its managing agent. A site visit is required at Jurong Lake Gardens before a booking is confirmed, and is recommended at the other parks.

NParks Terms and Conditions for Use of Premises, 18 July 2024

What happens if we cancel?

A cancellation 30 or more days before the event is charged at 20 per cent of the usage fee. Inside 30 days the full usage fee is charged. Where an invoice has already been issued, it is reversed by a credit note rather than altered, because an invoice that has gone out is a tax document.

Can we serve alcohol at our event?

Only with permission. NParks’ terms require that no alcoholic beverages are consumed or sold on the premises without prior permission from NParks and the relevant authorities. Ask the park’s venue management team when you enquire, so the approval runs alongside your booking.

NParks Terms and Conditions for Use of Premises, 18 July 2024

Until what time can we play music?

Unless NParks approves otherwise, no amplified sound or music of any kind may be played between 10.30pm and 9am the next day. Public announcement systems and loud hailers are for announcements only and need prior approval. For a concert or performance, rehearsal and sound-check schedules must be submitted on request, rehearsals may only run during the set-up time on your booking, and sound at a rehearsal may be no louder than half the volume of the event itself. Individual parks and gardens may set stricter terms, so check the conditions listed on the space’s own page.

NParks Terms and Conditions for Use of Premises, 18 July 2024

Can vehicles drive in to load and unload?

Vehicles may enter a park only on weekdays between 9.30am and 4.30pm, and strictly to load and unload. Entry on Saturdays, Sundays and public holidays is prohibited without NParks’ prior approval, and may be restricted further at peak periods such as school holidays. You must send NParks the vehicle numbers, the type of vehicle, contact details, schedules and the intended points of entry and exit for approval, and drivers report to the visitor centre or guard post on arrival. Some premises allow no vehicle access at all.

NParks Terms and Conditions for Use of Premises, 18 July 2024

Is smoking allowed?

No. The parks are smoke-free, and smoking may only take place in a designated smoking area where the park has one. Keeping guests to this is the hirer’s responsibility under NParks’ terms.

NParks Terms and Conditions for Use of Premises, 18 July 2024

What are the rules on decorations and rigging?

Nothing may be hung or fixed to any plant, tree or structure: no lights, bills, placards, notices or anything else. Equipment may not be stored or set up before the booked period begins, including catering and logistics equipment, and NParks may turn away or remove a vendor who does. Furniture or equipment outside an indoor venue, in a courtyard or corridor, needs written approval first, and so do mobile kitchens, which may only be parked in designated areas.

NParks Terms and Conditions for Use of Premises, 18 July 2024

Who is responsible for our equipment during the event?

The hirer. NParks’ terms are explicit that it is not responsible for the safekeeping or custody of anything brought into the premises and is not liable for theft, vandalism, loss or damage, so hirers make their own arrangements to protect their equipment.

NParks Terms and Conditions for Use of Premises, 18 July 2024

Can we arrange our own catering?

Yes, and the caterer is yours to engage and pay for. NParks’ terms require you to tell them who the caterer is, and any logistics contractor, before the application can be approved, and every caterer must hold the National Environment Agency’s certification for food handling. Some parks ask for the list of service providers three weeks before the event, along with the table layout, the entry and exit routes and the parking to be used. Fast food such as burgers and pizzas is not allowed at HortPark. Individual parks and gardens may set stricter terms, so check the conditions listed on the space’s own page.

NParks Terms and Conditions for Use of Premises, 18 July 2024

Can we cook on site or have a barbecue?

Not without NParks’ approval. Their terms prohibit open fires and naked flames on the premises or in the park, including LPG and refillable gas cylinders, mobile kitchens, open-fire cooking, barbecues and the burning of charcoal. Smoke and mist machines are prohibited under the same clause. A mobile kitchen that is approved may only be parked where NParks designates.

NParks Terms and Conditions for Use of Premises, 18 July 2024

How much power is available, and can we bring a generator?

Unless stated otherwise, the maximum electrical supply for a premises is 13 amps, and no electrical or water supply in the park may be tapped without approval. Above 13 amps you need NParks’ prior written consent and a generator. A generator must meet the requirements of the Fire Safety and Shelter Department and the Singapore Civil Defence Force, be endorsed by a Licensed Electrical Worker, and be installed with warning signs, fencing, fire-fighting equipment and a drainage tray. Installation plans for mechanical or electrical equipment go to NParks before any work starts.

NParks Terms and Conditions for Use of Premises, 18 July 2024

Do we need to provide toilets?

For a large event at some parks, yes. At HortPark, where more than 500 people are expected, the hirer provides at least one mobile toilet at their own cost, and one more for every additional 250 people. Access to toilets and shelters must be kept clear throughout the event wherever you are. Individual parks and gardens may set stricter terms, so check the conditions listed on the space’s own page.

NParks Terms and Conditions for Use of Premises, 18 July 2024

Do we need insurance?

NParks advises every hirer to take out appropriate and adequate insurance, covering both themselves and NParks, against any loss or liability arising from the use of the premises and against NParks being unable to provide the premises. It matters because the terms make the hirer liable for loss or damage to the premises and the park, and require the hirer to indemnify NParks.

NParks Terms and Conditions for Use of Premises, 18 July 2024

Can we take photographs or film at the venue?

Simple photography and filming is what the terms contemplate. At Singapore Botanic Gardens they set it out in detail: only simple filming and photography with no extensive set-up, only the equipment actually needed and nothing bulky such as furniture, and a list of that equipment submitted to NParks for approval. The Gardens’ own power points may not be used, and methods involving large equipment such as vehicles, boom lifts and cranes are not allowed. Several locations are off limits unless NParks approves them, including the main entrance areas, the Rainforest and the galleries. Individual parks and gardens may set stricter terms, so check the conditions listed on the space’s own page.

NParks Terms and Conditions for Use of Premises, 18 July 2024

Can we throw confetti or scatter flower petals?

No. Scattering flower petals or confetti during the event, or anywhere on the premises, is prohibited under the terms. Individual parks and gardens may set stricter terms, so check the conditions listed on the space’s own page.

NParks Terms and Conditions for Use of Premises, 18 July 2024

Do we need any licences or permits?

Possibly, and they are yours to obtain and pay for before the application goes in. The terms name the Singapore Police Force, in particular its Public Entertainment Licensing Unit, the Singapore Civil Defence Force, the National Environment Agency, the Department of Public Cleanliness, the Civil Aviation Authority of Singapore and the Building and Construction Authority. NParks can ask for proof at any time, and an application can be rejected, or an approval already given revoked, without it. A drone falls under the Civil Aviation Authority of Singapore.

NParks Terms and Conditions for Use of Premises, 18 July 2024

Can we sell things or take payment at the event?

Tell NParks as early as you can. Their terms require you to inform them of any event involving monetary transactions or other consideration, including the sale of items. NParks may reject the application on that basis, or approve it subject to a fee on top of the usage fee, and may require any such activity to stop at any time.

NParks Terms and Conditions for Use of Premises, 18 July 2024

Can we put up a tent or other temporary structure?

It depends on the park, and at some the answer is no. The terms prohibit setting up any temporary structure, including banners and other paraphernalia, on or blocking any monument or historical relic, and at some parks no permanent or temporary structure at all may go up, tentage, tables, chairs and banners included. Nothing may be hung or fixed to any plant, tree or structure anywhere. Individual parks and gardens may set stricter terms, so check the conditions listed on the space’s own page.

NParks Terms and Conditions for Use of Premises, 18 July 2024

Do we need to display anything at the event?

Yes. For the duration of the event you must put up an A3 sign somewhere prominent on the premises, or wherever NParks directs, showing the event name, the date, the start and end times, and the applicant’s name and contact number.
